The general guideline: 15–25 % of the total budget to retargeting. If you are aggressively acquiring new customers, 25–35 %.

Is retargeting annoying?
It is, if it repeats too much. Set a frequency cap: 2–4 impressions a week per person is enough.
How far back should you retarget?
In ecommerce 30–60 days, in B2B 90–180 days. Older visitors convert worse.
Can I use email for retargeting?
You can and should. Combining email and advertising for the same customer works effectively.
